What are the criteria for picking a CMS amongst the myriad of options out there?

Working with the correct vendor is the most critical part of picking a CMS.  Whatever product you choose, you will have years of time invested, and more than likely, it will not be all smooth sailing.  You need a vendor partner that is going to be with your organization through thick and thin.  Process is a key component to the day-to-day business, and without a good partner, a great process is tough to develop. This type of strong relationship will get you through the challenges that are sure to show their ugly heads. Also, the CMS with more bells and whistles is not always the clear winner. Decide what your organization’s strategy will be in the next three to five years to determine what features are truly going to be used and worth the money.
