As I think about this question, I find myself thinking about product management in general. Product management frameworks indicate that product teams are already mid-cycle on the next product before a current model hits the retail market.
I believe the network technology has hit a stride with cat5 and cat6 technology.
The screens and software seem to be changing every three years or sooner. As a result, strategy could be to start planning refresh cycles at the three-year mark, but in parallel, start testing out the requirements against current implementation and newer technologies to ensure teams are both being realistic in cost and functionality planning.
This strategy can yield refresh cycles that become planned and occur as appropriate.
